CHAMPI PASSED NORTH OF SAIPAN AROUND 2' O CLOCK THIS AFTERNOON. 

THE JOINT TYPHOON WARNING CENTER SAYS THE CLOSEST APPROACH POINT TO SAIPAN WAS 48 MILES.

CHAMPI CAUSES OVER 11 INCHES OF RAIN TO FALL ON SAIPAN, CAUSING SEVERE FLOODING ON PARTS OF THE ISLAND.

GOVERNMENT OFFICIALS ASSESSED THE FLOODING ON SAIPAN TO DETERMINE IF DAMAGES WERE CAUSED. 

THE COMMONWEALTH UTILITIES CORPORATION SAYS THERE IS AN ISLAND WIDE POWER OUTAGE AS OF 2PM.

CUC SAYS IT IS NOT SENDING CREWS OUT TO ADDRESS THE PROBELMS UNTIL WEATHER CONDITIONS HAVE IMPROVED.
